Before any plugin can be used it must be approved by your clicking OK to the security popup. Sometimes you can overlook the opportunity for doing this and will consequently be redirected. Until it's okayed the plugin cannot be detected as being present.
If you are not being prompted for approval you may need to correct your browsers secuirty options so that you are prompted.

Otherwise, you may need to check your browser security settings and your antivirus options.
Check that JavaScript and Cookies are enabled, and that permission is allowed to allow scripting of ActiveX.
Check that your anti-virus hasn't added the plugin to its taboo list because you didn't okay when prompted.
Some anti-virus programs do not offer a warning and shutdown anything that is not commonly known as an out for their lack of research.

If all else fails, perhaps the plugin has been corrupted or failed to install properly, in which case you should uninstall it via your Control Panel > Add Remove Programs, and reinstall from a fresh download.
Finally, it is possible that there is an error on the web page that you visited. Because it uses JavaScript any other JavaScript error at all will cause plugin detection to fail, in which case you should contact the site's webmaster.
